Spanning rows
When neither a row or column spans the entire breadth or depth of a page, you can define either rows or columns first in the frameset document. However, when you have a row that spans the entire area, you must define the rows element first in the HTML code, as shown in the following examples:

Following the same idea as the prior two examples, if a column spans from the top to the bottom of the browser, you begin by defining cols first and then rows, as the following two examples demonstrate.
